Mr. Flowers arrived in the island on Monday, February 12, 2018 and upon his arrival he ticked no to the questions that asked whether or not he was travelling with pharmaceuticals and cash in excess of Ten Thousand United States Dollars or its equivalent on his Passenger Declaration Form (C5). Upon reaching trestle 4, he was interviewed by the Customs Officer; and again he stated that he was not travelling with cash or pharmaceuticals. Upon examination of his luggage, cash amounting to US$50,000.00 was found in the lining of his hand luggage. Further checks of his suitcase revealed a large cornflakes box with a large quantity of bleaching cream, tablets and other pharmaceutical items. The items were subsequently seized for investigation. Throughout the investigation it was discovered that Mr. Flowers owned and operated an unofficial haberdashery in St. Thomas. Consequently, a search warrant was executed by the Contraband Enforcement Team (CET) on Flowers' haberdashery on Saturday, March 26, 2018. Upon execution of the search warrant the below listed contraband were found: 1600 packs of cigarette 150 packs of bleaching cream 150 bottles of high-end liquor 200 cases of pepper spray Further checks of the basement revealed 5 barrels filled with commercial quantity new clothing and Bath & Body works. Mr. Flowers was asked to produce documents for the barrels found, to which he furnished clearance documents for the five barrels, which indicated that he paid $6,500 per barrel with a declaration of food items and worn clothing. A black Samsonite suitcase was seen. A close examination of its contents revealed clothing, some Costume Jewelry and four 16oz tins labeled Pedigree dog food. One of the tins was opened and a compressed package was seen; it was cut open and a white powdery substance was seen. A field test was conducted, and it revealed the presence of cocaine. The suitcase had on a Copa airline tag with the name Millard Roach, of a 44 Lizard Lane address in Kingston. The case file was referred to the Investigations Unit and it was assigned to you to conduct the Investigation.
