Yes, you are correct on that Executive Order. The Executive order 12148, by President Jimmy Carter is what I had in mind. Executive Order 12148 created FEMA and allowed it to coordinate and respond to all disasters within the United States not in relation to an attack. This Executive Order was used in DSCA operations during Hurricane Katrina in 2005. After it hit, FEMA coordinated a response of agencies to aid in the states that were affected
