The second option (and it is a distant second) is to reduce employee compensation or lower investor returns. The first option is preferred, but either way, the corporations arent paying the tax, they are collecting it. We should drive corporate taxes as low as possible and use progressive individual taxes to pay for government. Everyone who has income should pay. If everyone pays, we would see more fiscal responsibility in government.
