The Case Study analysis is based upon a poorly executed project. Details are provided about the approach taken to execute the project. The analysis takes the form of a review of the issues following which students must make recommendations to the Project Governance Board to change the execution approach to recover the project. Emphasis is placed on procurement, change and tracking performance.

Case Information:

Caribe United Inc is a Caribbean based construction company with a wealth of experience executing mega construction projects throughout the Caribbean and Latin America. Their most recent project was awarded to them in January 2023 where they were asked to construct a 1,000,000 square foot Hotel resort in Aruba that would consist of multiple auxillary buildings, extensive infrastructure work for the installation of utilities and access as it was on a greenfield site.

The Caribe United initially appointed one of its seasoned project managers, Mr. Albert Pikes, as the lead Project Manager for this project. Mr. Pikes was known throughout the industry for his expertise but many did not know that he was not a believer in paperwork as he said it "keeps back the work". Mr Pikes worked on the project for six months and then suffered an unexpected illness

that required him to be removed immediately from the project and a new resource put in his place. This new project manager was not part of the original project team and therefore relied on the project team and the project documentation to help him get up to date with the works done over the past six months.

On his review, he found very little to no documentation available but was verbally provided with the following update from team:

1. No record of the site preparation including geotechnical surveys and environmental permissions were found.

2. The risk management plan was incomplete and did not address the risk of removal/ replacement

of key resources from the project

3. Project meetings were held infrequently with no formal documentation of minutes or action items

4. No procurement plan was developed as the contractors and resources for the project were chosen by Mr. Pikes without a formal selection process

5. A preliminary budget was created but had not been updated to reflect the current expenditure to date for procurements undertaken. From the team's estimation, the project appeared to show a cost overrun of 10%

6. Line and upper-level managers were not provided with any quality standards but expected to review works completed
