Resource availability is a measure of what portion of the project team will be engaged in the project and not supporting other efforts. In house skill sets were aligned to each project assuming selection and including resources that were committed to other projects. If a project team will be available $90\%$ or more of the planned project timeline, then the project is scored at $3$ points.
