Texas and other states on the southern border of the United States are busing immigrants to major cities in order to decrease the costs of processing and housing large numbers of immigrants. Northern states, like New York have set up public and private support systems to cope with this political "dumping". This practice impacts communities as local housing authorities repurpose community recreation centers as temporary shelters for immigrants.
