The Ministry of Infrastructure, on behalf of the Ministry of Health, invited consulting firms to make technical and financial proposals for the design and construction supervision of the proposed construction of the modern, state-of-the-art facility in Nakonde in Muchinga province. Four proposals were received and after evaluation of the technical proposals, the technical scores were as follows: Consultant A: 92 Consultant B: 86 Consultant C: 83 Consultant D: 90 The Bid Data Sheet (BDS) in the Request for Proposals sent to the consulting firms stated that the pass mark for technical proposals was 75. Therefore, all the four consultants qualified to have their financial proposals opened and evaluated. The financial proposals were as follows: Consultant A: US$900,500.00 Consultant B: US$850,750.00 Consultant C: US$700,200.00 Consultant D: US$765,000.00 Required: A. Using the Quality and Cost Based Selection (QCBS) method, determine the consultant to be recommended for award of contract. The BDS stated the weighting between the technical and financial scores as 70:30. The financial score is determined by the formula given in the Appendix
