1). I agree that policy issue papers can ensure that other inputs are considered and are heard of. Having different perspectives is a great advantage because a policy maker might not have enough information regarding a specific topic but might have their own biases, and policy issue papers can sort of potentially enlightened biases and change perspectives for the better. I never thought about the one disadvantage that you mentioned. The fact that certain issues require constant revision is definitely a disadvantage because as time changes so does the formation of the specific policy issue. One example is numbers or statistics. If we are dealing with a health policy, as time goes by, the statistics might look different so revising and updating information can become not only challenges but also time consuming.

2).As a person who is constantly reviewing federal policy issuance documents it is quite daunting to keep up with the constant revisions. In fact, my team and I were discussing today dissemination of recent changes and who has the most updated version of Federal policies. It is almost impossible to maintain without a designated process or person who can perform this task. At any given moment one may be dealing with 5 policy updates not to mention the overlapping and grandfathering of policies, or continuances.

3). A policy issue paper must have good communication about the consideration of the topic. The individual will need to make sure they can read it clearly and understand their writer's perspective well. A disadvantage is that sometimes the paper doesn't flow as it should. If someone isn't great with communicating, then it can lead to having difficulties understanding.

4).I concur with the points raised in this post regarding the challenges that have hindered international cooperation in addressing the COVID-19 pandemic. Vaccine nationalism, intellectual property rights, unequal resource allocation, political disputes, and weak global governance are all significant barriers to a successful global response to the pandemic. It is disheartening to see that some wealthy nations have prioritized their own populations for vaccination while leaving low- and middle-income nations at a severe disadvantage. This unequal distribution of resources has only exacerbated the effects of the pandemic on these nations. I perceive that it is crucial for wealthier nations to pledge their support to low- and middle-income nations and ensure equal access to vaccinations and other resources.

Moreover, the protection of intellectual property rights has resulted in unequal access to vaccinations and exorbitant prices for these products. I think that there is a need to rethink intellectual property rights and explore ways to increase access to vaccines and other treatments. Finally, the lack of strong global governance structures to organize a coordinated and multilateral response to the pandemic is a significant issue. I view that global governance organizations like the WHO must be empowered with the necessary authority and resources to respond appropriately to crises like the COVID-19 pandemic. Thus, the COVID-19 pandemic has highlighted the importance of international cooperation and solidarity.
