You are the Manager of a Community Centre which has many programs for young people. It also has programs for people with disabilities and those with mental health issue, exercise classes for the over 65's, a sole parent group, etc.

There have been several complaints made about the young people who hang around outside the Community Centre. One complaint was from the Returned Service League (RSL) which is situated in the area. This was sent to the local council. The council funds several of the much-needed programs run at the centre.

Letters of complaints about Community Centre have appeared in the local newspaper. This was the catalyst for some articles which appeared in the local paper written which do not describe the Centre and its participants in a good light.

The article described an incident with a few youths who were congregating outside the centre; - smoking, riding their skateboards up and down the street, littering, street graffiti, etc.

You have received a Police report as one night someone set off the fire alarm and the Fire Brigade attended. The Fire Brigade reported this to the Local Police.

Some of the RSL members have also been verbally abused, by the young people. Young mothers, who attend a sole parent group at the centre have also had sexually explicit comments made to them.

The Local Council is threatening to pull the funding which may affect other funding. Staff are concerned for their jobs. Council have given you a month to improve the situation.
