The most vulnerable members of our society (e.g. children, the elderly) are also often not well protected by laws and policies. Sometimes the problem may be that such laws are not enforced, or can be manipulated. Other times it may be that there is shame associated with reporting violations of laws such as elder or child abuse. What do you think are the barriers that exist to better protecting the vulnerable members of our society?
