a. Create an operating milieu, a context, that most evidences the supporting frame and its interface with the action of innovation at the point of service.

b. Drive innovation by creating innovative priorities and engaging the staff in fulfilling them.

c. Help staff understand their role in relationship to innovation, provide them the strategy and processes, and support them in implementing innovation.
